Luis D. Montgomery

Luis D. Montgomery is a public policy professional, strategist, and advocate dedicated to strengthening justice, safety, and equity across Mississippi. He currently serves as the Policy and Justice Strategist for the Mississippi Coalition Against Domestic Violence, where he leads statewide legislative initiatives, designs trauma-informed trainings for law enforcement and the judiciary, and advances survivor-centered policy reforms. His leadership was instrumental in the passage of Senate Bill 2886, establishing Mississippi’s first Domestic Violence Fatality Review Board.

Luis’s career reflects a strong commitment to public service, with experience spanning public policy, communications, community engagement, and state-level program compliance. His previous roles include service as a Public Policy & Compliance Specialist, Communication and Membership Specialist, Education and Outreach Coordinator at the Two Mississippi Museums, and Hispanic Special Emphasis Manager with the U.S. Department of Agriculture. He also managed a successful state legislative campaign, contributing to the election of Representative Kenji Holloway.

In addition to his professional work, Luis serves as Vice-Chair of the Mississippi Domestic Violence Fatality Review Board, Board President of The P.U.P.A. Project, and a board member for G.A. Carmichael Family Health Center. He holds a B.S. in Journalism and Media Studies from Jackson State University and an M.S. in Administration of Justice from Mississippi College.
